About data centers in general
What exactly is a data center?
A large building full of computer servers that store data and run software for businesses, governments, and consumers. Modern data centers need significant electricity, sometimes significant water, and high-speed network connections. Read the basics →
Why are so many being proposed in Utah right now?
A combination of growing demand for cloud and AI services, federal interest in domestic computing infrastructure, and Utah’s combination of available land, fiber, and energy strategy (Operation Gigawatt). Several states are competing for the same projects.
What's the difference between a data center and a server farm?
There isn’t really one. “Server farm” is an older, more informal term. Today the industry generally uses “data center.”
What is a "hyperscale" facility?
A very large data center, typically operated by a single major cloud or AI company. Modern hyperscale campuses can require hundreds of megawatts of power — comparable to a small city’s electricity demand.

How many data centers are currently being proposed in Tooele County?
As of the last update, three major efforts: the Dugway / CyrusOne project, Inland Port–adjacent developer interest, and Utah’s pending application for a federal Nuclear Lifecycle Innovation Campus. See all projects
Has anything actually been approved?
The Dugway / CyrusOne arrangement is conditionally selected by the Army. Specific facilities would still go through additional approvals.
Who decides whether a project moves forward?
Depends on the project. Federal land projects (like Dugway) are primarily federal decisions with state air and water permits. County-land projects go through the Tooele County Council after Planning Commission review. State-level project areas (MIDA, Inland Port) have their own boards. See how decisions get mad
Will I be able to see or hear a data center from my home?
Depends on the project’s location and your distance from it. Setback requirements, screening, and noise mitigation are all decided during the approval process — which is where public comment can make a real difference.
Water
How much water does a data center use?
It varies enormously by design. Closed-loop and air-cooled facilities use relatively little. Evaporative-cooled facilities can use millions of gallons per day. The cooling method should be in the public application.
Will data centers affect the Great Salt Lake?
Indirectly possible if facilities draw from sources connected to lake inflows. Direct impact depends on the project’s water source and amount. This is a legitimate question to ask in any specific application.
Could a data center deplete a local aquifer?
Possible if the facility drills its own wells and draws large amounts. Utah Division of Water Rights allocates and tracks water use. This is a project-specific question that should be answered before approval.
Electricity
Will data centers raise my electricity bill?
Depends on how the cost of new infrastructure is allocated between the data center and existing ratepayers. This is a policy question handled by the Utah Public Service Commission. There is no automatic answer — it depends on each specific project’s rate structure.
Can the grid even handle these projects?
Not without expansion, which is why Utah launched Operation Gigawatt. Whether expansion happens on the timeline projects need is one of the most-watched questions in Utah energy policy right now.
What happens during a blackout?
Large data centers have on-site backup — typically diesel generators and battery systems — to maintain operations through outages. Residential customers and other businesses on the same grid are not protected by those backups.
Air, noise, and light
Will a data center hurt local air quality?
If it generates its own electricity from gas turbines, yes — that adds nitrogen oxide and combustion emissions, regulated by the Utah Division of Air Quality. If it draws from the grid, the air-quality impact is at the power plant, not at the facility. Backup diesel generators contribute small periodic emissions. There is also a newer option: fuel cells, which convert natural gas to electricity through an electrochemical process rather than combustion. Because there is no high-temperature flame, fuel cells produce very little nitrogen oxide — operators and studies have reported reductions on the order of 90 percent or more compared with gas turbines. Some data centers have begun using them for on-site power. Whether a specific project uses turbines, fuel cells, or grid power should be stated in its application.
How loud are data centers?
Continuous mid-range hum from cooling equipment, occasionally louder during testing of backup generators. Measured levels at nearby residences depend on equipment, setback, and barriers. Noise modeling should be part of any application.
Will my night sky be affected?
Data centers operate 24/7 and require significant outdoor lighting. Shielding requirements and dark-sky-friendly fixtures can substantially reduce light pollution — but this is exactly the kind of thing residents need to ask about during approval.
Health and safety
Do data centers cause cancer, brain tumors, or other health problems?
No, current peer-reviewed research links data center operations to these health outcomes. Equipment emissions fall well below regulated exposure limits. If you’ve seen claims like this circulating, see What the Evidence Shows for a fuller discussion.
What about the chemicals used in cooling?
Closed-loop systems use water with small amounts of corrosion inhibitor and biocide — typical industrial cooling chemistry. Discharge (if any) is regulated by the Utah Division of Water Quality.
Is there a fire risk?
Yes, primarily from battery storage and backup diesel systems. Fire suppression, response coordination with the local fire district, and emergency planning are all part of a complete application. Tooele County Emergency Services should be consulted early.
Jobs and economy
How many permanent jobs does a data center create?
Smaller than most people expect for projects this expensive. A hyperscale campus typically employs 50 to 200 permanent workers — well-paying technical roles — plus indirect employment through maintenance, security, and contracted services. Construction phases employ many more, but temporarily.
Will jobs go to Tooele County residents or to outsiders?
Depends on the developer’s hiring practices and the local workforce pipeline. Projects with explicit local hiring commitments generally produce better local outcomes than those without.
How much tax revenue do data centers generate?
Substantial — these are billion-dollar facilities, and even with incentives, the long-term property tax base typically exceeds what comparable land would produce. Specific projections should be in any project’s application. More on benefits
The nuclear question
Is a nuclear reactor really being proposed near Tooele?
A federal Nuclear Lifecycle Innovation Campus application is in progress for northwest Tooele County near Delle. Federal selection is not yet decided. Read the full nuclear page.
Aren't small reactors safer than the old ones?
Advanced reactor designs include passive safety features and use smaller fuel inventories. The general expert consensus is that they are safer by design than legacy reactors. Real-world operating track records are still limited, since most designs are new.
Where does the waste go?
An unresolved national question. Most advanced reactor proposals plan for on-site interim storage. The U.S. does not yet have a permanent deep geological repository.
